We are currently recruiting on behalf of a major public sector client for a Senior IT Project Manager to lead critical technology modernization initiatives within Alberta’s Justice and Courts system.
POSITION OVERVIEW
Our client is undertaking a Point-of-Sale (POS) modernization project and other key digital initiatives aimed at improving financial transactions, court fee collection, fine payments, and reconciliation processes. The new solution must integrate with existing court systems, comply with PCI-DSS standards, government cybersecurity and data residency requirements, and support Azure Active Directory authentication.
The Senior IT Project Manager will lead the planning, coordination, and delivery of these projects, ensuring alignment with strategic goals while managing risks, timelines, stakeholders, and change management.
MUST HAVE REQUIREMENTS
- Education – Candidate must meet or exceed one of the following:
- University degree in business, management, or related discipline + 5 years of related experience, OR
- Two-year diploma in business, management, or related discipline + 6 years of related experience, OR
- One-year certificate in business, management, or related discipline + 7 years of related experience.
- 5 years – Assisting clients with technology, process, organizational design, and IT operations.
- 5 years – Conducting, facilitating, and interpreting impact/risk assessments.
- 5 years – Developing and delivering communications/presentations to executives and multiple organizational levels.
- 5 years – Building and maintaining relationships from front-line staff to executives.
- 5 years – Analytical and problem-solving skills to design creative solutions.
- 5 years – Business writing, communication, and documentation.
- 5 years – Change management.
- 5 years – Information management concepts, privacy, and security (ATIA/POPA/FOIP).
- 5 years – Development of communications plans.
- 5 years – Working with stakeholders on IT applications.
NICE TO HAVE REQUIREMENTS
- 5 years – Senior management or above in an organization comparable to the Government of Alberta.
- 2 years – Creating flowcharts, diagrams, analyses, roadmaps, mind maps, SWOT, RACI, wireframes, and journey maps.
- 2 years – Evaluating policies, programs, and initiatives.
- 5 years – Leadership and facilitation experience.
- 5 years – Managing projects in organizations of comparable size and complexity.
- 5 years – Cost-benefit analysis (quantitative/qualitative).
- 2 years – Leading digital transformation or digital delivery programs.
- 2 years – Leading large-scale technology changes across organizations.
- 5 years – Financial reporting and modelling.
- 3 years – Government planning and budgeting processes.
- 5 years – Systems development methodologies and life cycles.
- 5 years – Business case development across strategic, business improvement, and IT initiatives.
- 5 years – Developing information management policies, standards, or practices.
KEY RESPONSIBILITIES
- Lead, facilitate, and document strategic plans aligning with department vision.
- Facilitate stakeholder meetings, workshops, and focus groups.
- Prepare and present strategies, roadmaps, and reports to executives and steering committees.
- Assist with risk and issue management, ensuring mitigation plans are in place.
- Develop and execute change management and communication plans.
- Document initiative backgrounds, options, cost-benefit analyses, and recommendations.
- Provide quality assurance to ensure completeness and accuracy of project documentation.
- Track scope, schedules, risks, and resource requirements, taking corrective action as needed.
- Manage cross-functional teams, ensuring successful product delivery.
- Coordinate approvals, decision-making, and communications between stakeholders, including Alberta Courts, Technology, and Innovation teams.
- Report on progress, performance, and achievement of outcomes.
- Ensure compliance with cybersecurity, data residency, and PCI-DSS requirements.
